Biography
Was born 04/20/1987 in Poltava. Citizen of Ukraine since 1991.
Education: From 2004 to 2009, he studied at the Kyiv National University of Economics named after V. Hetman at the Faculty of Credit and Economics. In 2009, he received a full higher education majoring in "Banking".
Employment: From 03.2007 to 07.2008 he worked as a specialist at Alfa-Bank CJSC. From 09.2008 to 04.2009 - in the position of manager at JSC AB "Ukrgasbank", from 05.2009 to 08.2011 - economist at PJSC "Ukrsotsbank". From 09.2011 to 11.2014 he headed the financial block of the "Silhosp-Product" group of companies. From 12.2014 to 12.2016 - assistant-consultant of the People's Deputy of Ukraine A.S. Yevlakhov.
In the elections of 18.12.2016, he was elected to the post of Koryukiv city mayor.
Main functions and areas of work:
- Ensures implementation of the powers of executive authorities in the relevant territory, compliance with the Constitution and laws of Ukraine, implementation of acts of the President of Ukraine and relevant executive authorities, organizes the work of the city council and its executive committee, ensures the performance of tasks assigned to local self-government bodies and implementation their powers, bears personal responsibility for the exercise of the powers granted to him.
- Represents the territorial community, the city council and its executive committee in relations with state bodies, local self-government bodies, associations of citizens, enterprises, institutions and organizations regardless of the forms of ownership, citizens, as well as in international relations in accordance with legislation.
- Convenes sessions of the city council, makes proposals and forms the agenda of sessions of the city council and presides over plenary sessions of the council.
- Ensures the preparation and consideration by the city council of projects of socio-economic and cultural development programs, target programs on other issues of self-government, the city budget and a report on its implementation, decisions of the council on other issues that belong to its mandate, publication of programs approved by the council, the budget and reports on their implementation.
- Submits proposals to the city council for the election of the city council secretary, approval of city deputy mayors, elders, the quantitative and personal composition of the executive committee, the structure and staff of the council's executive bodies and their maintenance costs.
- Appoints and dismisses managers, specialists and other employees of executive bodies and the executive apparatus of the city council, except for heads of pre-school, general education and extra-curricular educational institutions, heads of audio-visual (electronic) mass media, and also monitors the fulfillment of the terms of employment contracts , concluded with such employees.
- Concludes contracts on behalf of the territorial community, the city council and its executive bodies in accordance with the legislation, and submits them to the city council for approval on matters falling within the competence of the council.
- He personally signs the decisions of the council and its executive committee. Issue orders within the scope of his competence.
- Directly engages in the development and examination of normative legal acts of local self-government bodies.
- Ensures the implementation of the decisions of the city referendum, the city council, and its executive committee.
- Acts on behalf of the employer when concluding and terminating employment contracts, contracts with managers of enterprises, institutions, organizations and establishments that are in the municipal ownership of the Koryukiv urban territorial community, and also monitors the fulfillment of the terms of labor contracts concluded with such managers.
- Carries out, within the limits of its competence, the provisions of the Constitution of Ukraine and legislation on general military duty and emergency situations by all officials and citizens, enterprises, institutions and organizations of all forms of ownership, promotes the conscription of citizens for term military service, the holding of military training training sessions.
- In case of natural disasters, ecological disasters, epidemics, fires, and other extraordinary events, ensures the implementation of measures provided for by law related to maintaining public order, saving people's lives, protecting their health and rights, and preserving material values.
- Ensures compliance with the legislation regarding consideration of appeals from citizens and their associations. Conducts personal reception of citizens.s
- Participates in the implementation of state regulatory policy in the field of economic activity within the limits and in the manner established by the Law of Ukraine "On the principles of state regulatory policy in the field of economic activity".
- Appeals to the court regarding recognition of illegal acts of other local self-government bodies, local executive bodies, enterprises, institutions and organizations that limit the rights and interests of the urban territorial community, as well as the powers of the city council of its executive bodies and executive apparatus.
- At least once a year he reports on his work to the territorial community at an open meeting with citizens.
- Exercises other self-governing powers specified by the Law of Ukraine "On Local Self-Government in Ukraine" and other legislative acts, if they do not belong to the exclusive powers of the city council or are not assigned by the city council to the authority of its executive bodies.
- Directly directs, coordinates and controls the activities of structural divisions of the City Council.
- Heads the commission on technogenic and environmental safety and emergency situations and other organizational commissions, committees and councils that are created to fulfill assigned duties and powers.
- Within the limits of the current legislation, coordinates the activities of communal enterprises of the Koryukiv City Council, organizations, institutions and institutions belonging to the municipal property of the city.
- Gives orders and tasks to the secretary of the city council, the first deputy mayor, the deputies of the city mayor in matters of the activities of the executive bodies of the council, officials and employees of the executive bodies and apparatus of the city council, and managers of municipal enterprises of the city council.
